Overview

City Council

The City is governed by five city council members who are elected at large to four-year terms. Elections are held every two years (in odd numbered years) to fill alternately two and three seats. The City Council then elects one member to serve as the Mayor for a one-year term and another as the Mayor Pro Tem.

City Clerk

The Elected City Clerk attends City Council Meetings and participates in ceremonial functions. The City Clerk’s Office is the custodian of the official Seal of the City of Covina and serves as a neutral liaison between residents and government by ensuring transparent processes with professionalism, integrity, and accountability.

City Manager

The City Council hires a City Manager to oversee the day-to-day operations of the City and carry out the policies set by the City Council.

City Attorney

The office of the City Attorney, serves as legal counsel to the City of Covina.

The City Attorney cannot provide legal advice to the public in civil, criminal, or family law matters.
